Dr. Jitendra Singh Launches NSCSTI 2.0 to Modernize Civil Services Training Under Mission Karmayogi.

On 18 July 2025, Dr. Jitendra Singh, Union Minister of State (Independent Charge) for Personnel, Public Grievances & Pensions, Science & Technology, and more, launched the updated National Standards for Civil Services Training Institutions (NSCSTI) 2.0 at the Civil Services Officers' Institute (CSOI), Delhi, to modernize civil service training.
- NSCSTI 2.0, developed by the Capacity Building Commission (CBC) under Mission Karmayogi, reduces evaluation metrics from 59 to 43. It shifts focus to outcome-based and hybrid training models, enabling institutes to evaluate performance clearly and efficiently.
- Built on consultations with over 160 Civil Service Training Institutes (CSTIs) and domain experts, this framework supports Central, State, and Urban Local Body (ULB) institutes, making it adaptable and performance-focused across governance ecosystems.
- NSCSTI 2.0 embraces AI-enabled assessments, hybrid learning tools, and integrates the Karmayogi Competency Model (KCM), Indian Knowledge Systems (IKS), and the Amrit Gyaan Kosh (AGK) knowledge repository—aiming for a future-ready, citizen-centric bureaucracy.
Main Point :- (i) Dr. Jitendra Singh emphasized removal of silos between public and private sectors, allowing best practices from both sectors to enrich civil training. He cited parallels with the Aspirational Districts Programme to promote cooperative, competitive federalism.
(ii) Mission Karmayogi’s success has drawn interest from countries like Bangladesh, South Africa, and Maldives, reinforcing India’s role as a global leader in civil services reform. NSCSTI 2.0 strengthens this governance diplomacy.
(iii) With 195+ CSTIs accredited under NSCSTI in two years, the revamped 2.0 framework reactivates the accreditation portal, fosters cross-institutional learning, and reframes accreditation as a driver of innovation and training excellence.
